The Oglala Sioux Tribe (OST) seeks to work on behalf of all Native American families and individuals impacted by substance abuse who reside in the ancestral homelands delineated in the Ft. Laramie Treaties of 1851 and 1868, specifically the western portions of South Dakota and Nebraska. Native American people in this region will have the ability to choose among a variety of substance abuse treatment providers, including cultural, faith-based, and evidenced-based programs. They will be able to extend their options and their ability to access recovery support services such as vocational, psychological, cultural and family counseling and will have more local selection from which to choose. The OSTATR Program will work across county, state, and geographic lines to give access to a variety of clinical treatment and recovery support services to at least 6,667 Native American people in the four year grant period. Key features of this change will be: building the management infrastructure of the Tribe by creating a state of the art Tribally-managed vouchers/data system which will be capable of electronically reporting directly to the Federal Government rather than through IHS; ensuring that Native American clients are receiving appropriate treatment through Tribal oversight of providers' basic cultural competence and specialized interventions; and changing health ownership by giving direct access and choice regarding personal health to an impoverished people-whose health care has been managed by governmental entities. Another primary goal will be to build partnerships with referral sources and to develop a comprehensive professional and non-professional provider network, thereby encouraging and supporting Traditional services in rural areas where local talent and support has not been adequately recognized or utilized.
