The Arkansas Department of Human Services (DHS) proposes to use ATR funds to institute a new system that will expand access to substance use treatment/ recovery support services and choice of providers for adults living in 12 selected Arkansas counties. The four year Arkansas ATR will serve 6,400 members of three underserved populations: military personnel, pregnant women/high-risk parents, and DWI/DUI offenders. The DHS Office of Alcohol and Drug Abuse Prevention serves as the Single State Agency, is the proposed fiscal agent, and will share project leadership with University of Arkansas for Medical Sciences. The three proposed populations are: 1) Military personnel, specifically National Guard: This group is known to have high rates of alcohol problems, including binge drinking, and high rates of drug use problems, which is often related to their combat experience; 2) Pregnant women and parents at risk of child welfare involvement and mothers and fathers involved with the child welfare system: One-third of new out of home placements in Arkansas' State FY'07 identified parental substance abuse as a removal factor. Arkansas ATR will enter voucher relationships with multiple state-licensed treatment providers and state-approved service providers to develop a continuum of substance use treatment and recovery support services in all 12 selected Arkansas counties. The Arkansas ATR program will serve 6,400 adults over four years based on individual assessments of need. The annual number of adults to be served will be 1,000 in Year One; 2,000 in Years Two and Three; and 1,400 in Year Four.
