The Illinois Department of Human Services, Division of Alcoholism and Substance Abuse (IDHS/DASA), proposes to continue and expand our Pathways to Recovery Access to Recovery (ATR) initiative that was implemented in 2007 through a grant from CSAT. Illinois ATR-III supported services will be continued in Cook County and the 5th and 6th Illinois Judicial Districts, and expanded to the 7th District in central Illinois, and the 1st, 2nd , 4th , and 20th Districts that comprise 34 largely rural counties in southern Illinois. IDHS/DASA is the Illinois Single State Authority (SSA) for substance abuse issues. It is anticipated that at least 7,600 unduplicated clients will be enrolled in Illinois ATR-supported services during the four years of CSAT funding. Our expanded ATR-III Project will also include service system linkages with the Illinois National Guard, the Illinois Department of Children and Family Services, the Chicago Department of Public Health, and the previous CSAT-funded Illinois SBIRT services that were sustained within the Cook County Health and Hospitals System. Clients of Illinois TASC will continue to be a major source of participating individuals who are involved in the criminal justice system. Our ATR-III enrollment process will include use of the RSS Questionnaire developed by the American Society of Addiction Medicine. The Illinois System for Tracking Addiction and Recovery Services (I-STARS), a customization of the CSAT WITS data infrastructure, will support a screening, enrollment, referral, vouchering, billing, and services utilization management system. Key partners in this initiative are TASC, FEI, Inc., the Great Lakes Addiction Technology Transfer Center, the Lighthouse Institute, Family Guidance Centers, IOTA, Inc., The H Group, and the Central East Alcohol and Drug Council. TASC, FGC, and IOTA will continue to function as client enrollment and referral entities. LI will provide client care coordination and six-month follow-up.
