The Ohio Department of Alcohol and Drug Addiction Services proposes this Access to Recovery (ATR) program which is designed to expand consumer choice and access to culturally responsive Alcohol and Other Drug (AoD) treatment and recovery support services for adolescents and criminal justice-involved adults in five Ohio counties. The target population for this project will be adolescents diagnosed with substance-related disorder and criminal justice-involved adults diagnosed with substance related disorders or substance abuse in remission. All ATR participants will be residents of one of five Ohio counties including: Cuyahoga, Lorain, Mahoning, Stark and Summit. ATR funding will supplement existing resources for AoD treatment for adolescents and criminal justice-involved adults. Faith based and community organizations will be recruited and trained to become Ohio's ATR goals are to: 1) Provide client choice among substance abuse clinical treatment and recovery support service providers by enrollment of 28 additional faith and community based organizations and 12 AoD treatment providers (total of 40 providers) in the five county area over the four year project period. 2) Expand access to a comprehensive array of clinical treatment and recovery support options through the expansion of the target population, geographic area, service array including 40 new treatment and recovery support services providers. 3) Increase substance abuse treatment capacity through the addition of 12 new AoD treatment providers. 4) Ensure accountability and effectiveness in the use of federal funds to include monitoring outcomes, tracking costs and preventing waste, fraud and abuse through the use of Ohio's voucher management system.
