ATR is a new initiative in Pennsylvania that will provide uninsured or underinsured individuals with substance abuse problems choices between clinical and recovery support services through a voucher program. Between 1,494 and 2,736 clients from Allegheny and Philadelphia counties will be served per year or a total of 9,000 clients over four years. Within the uninsured or underinsured target population of the ATR program, specific subpopulations will be deemed qualified for inclusion through specific eligibility criteria. These subpopulations include homeless persons, women who are pregnant or have children, veterans, and those attempting to re-enter society from the criminal justice system. In addition to clinical treatment, 50% of the services provided will be recovery support services which will not only assist individuals to engage in recovery, but will also enable them to stay in treatment, help them transition their lifestyles away from addiction, and provide coaching to maintain a life in recovery. The ATR Grant will be implemented by the Department of Health, Bureau of Drug and Alcohol Programs, through grant funding from SAMHSA in the amount of $14,519,490 for the four year grant period. Administrative funds in the grant will be utilized to pay for additional staff that includes a Recovery Specialist and an Electronic Voucher Management web-based system. Recovery support vouchers will be in the range of $1,000 to $2,500 and clinical services vouchers will be in the range of $1,000 to $10,000 which includes all clinical options such as residential, outpatient and detoxification.
