Santa Barbara County's proposed Bridges to Recovery (B2R) Program offers a coordinated, multi-agency approach to juvenile offender reentry for high-risk male youth with substance abuse and/or co-occurring disorders. The program provides community based, culturally appropriate substance use treatment, mentorship and home visiting case management designed to build family participation and support youth through their recovery and reentry process. Approximately 300 high-risk male juvenile offenders, exiting detention facilities will be served by the project (90 in year 1; 120 in year 2; and 90 in year 3). B2R participants are largely Hispanic (80%), older youth (16-17 years) with a history of drug or alcohol use (85%). Approximately 60% have co-occurring mental health issues such as depression, anger management, and/or anxiety. Program objectives include a reduction in recidivism, a decrease in probation violations, and an increase in the proportion of participants who successfully complete treatment and reduce substance use from less than 50% to 80%.
