Cuyahoga County Juvenile TASC, operated by Catholic Charities Services (CCS) proposes to serve Offender Reentry Juveniles Program (ORP-J); residents of Cuyahoga County (Greater Cleveland area), who are committed by the Cuyahoga County Juvenile Court (CCJC) to the Ohio Department of Youth Services (ODYS) institutions. The program will enroll youth in two ODYS correctional facilities, Cuyahoga Hills and Indian River, who are between the ages of 14 and 20, adjudicated of a felony offense as a juvenile, with substance abuse or dependence identified prior to or upon commitment to ODYS. ORP-J proposes to serve 52 youth participants during Year 01 and 70 youth participants each in Years 02 and 03, for 192 during the three-year project period. This population was chosen because over 25% of the youth paroled each year from state youth correctional facilities come home to the Cleveland region (350 per year). Lack of success in reentry is demonstrated by a recidivism rate of 55% or greater into the adult criminal justice system. ORP-J will reduce recidivism by offering gender and culturally specific interventions designed for older adolescent African-American boys, to improve treatment effectiveness. Goals include establishing stakeholder partnerships through a Juvenile Reentry Steering Committee to include State and County juvenile justice systems, Juvenile TASC, County Office of Reentry, the Alcohol, Drug Addiction and Mental Health Services Board of Cuyahoga County (ADAMH), Kent State University (KSU), alcohol and/or other drug (AOD) treatment providers and faith/community-based services.
