Community Education Group (CEG) is proposing People on the Road to a Life (PORTAL), a service expansion project that will target high-risk African American men and women ages 18-64 with histories of substance abuse (including intravenous-drug use), incarceration, and military involvement (veterans) who reside and/or congregate in Wards 7 and 8 of the District of Columbia to increase the number that are being tested for HIV; increase utilization of substance abuse treatment programs in Wards 7 and 8; and decrease risk factors that contribute to HIV/AIDS and substance abuse in Wards 7 and 8. The overall goals of CEG for the PORTAL project are to: (1) Increase HIV testing among the Black community; (2) Increase knowledge about Substance Abuse and HIVIAIDS; (3) Increase utilization of substance abuse treatment programs and facilities ; (4) Increase access to recovery support services; and (5) Increase collaboration among substance abuse agencies.
