Building Bridges seeks to provide culturally competent collaborative technical assistance (CTA), capacity development (CD) and training to community- and faith-based, minority-serving organizations in Wards 7 and 8 of the District of Columbia. On August 2, 2008 the Centers for Disease Control and Prevention (CDC) released a report stating there were approximately 56,300 new HIV infections in 2006, the most recent year for which data are available, about 40% higher than CDC's long-standing estimate of 40,000 for each of the last several years[1]. As we enter the third decade of the HIV epidemic, evidence continues to indicate that budgeting for the continuum of care for individuals infected and affected by HIV/AIDS has failed to keep pace with the epidemic.[2] Data on HIV/AIDS show HIV infection in the United States falls heavily on the shoulders of African Americans, a population already disproportionately burdened with other preventable health conditions and socioeconomic burdens[3].
