Teaching Health Center Planning and Development Program - Applicant Name: Chinatown Services Center (‘CSC’) Eligibility Type: Federally Qualified Health Center Project Director: Jack Cheng, JD Phone: 213-808-1709 Email: jacheng@cscla.org Proposed Residency Type: General Dentistry Funding Request: $500,000 Funding Preference Statement: Yes, AHEC (Attachment 5) Population Target Area(s): Areas of Metropolitan Los Angeles, California Number of Residents in the Program: Nine (9) dental residents Expected CODA Accreditation Date: NLT March 31, 2025 Expected Matriculation Date: NLT April 1, 2025 Geographic Service Area: CSC is implementing our integrative Dental Residency Program from our flagship FQHC site, located at 767 N Hill Street, Suite 200, in Los Angeles, California. Our service area covers neighborhoods in Metropolitan Los Angeles, including ‘Chinatown,’ and an area commonly referred to as the ‘San Gabriel Valley,’ both contained within Los Angeles County’s Service Planning Areas 4 & 6. Population to be Served: The majority of CSC’s patients presently and to be served are low-income persons who speak a language other than English at home. Nine of ten of our low-income service area residents (90.8%) identify as a race other than white, with the largest racial/ethnic group being Asians (ethnic Chinese), followed by Hispanics. The population is also underserved/unserved with 59.6% not connected to an FQHC. Needs to be Addressed: Research shows that Integrative East-West Medicine, which is applicable to both dentistry and family medicine, is a culturally preferred health care approach for many Asian and Hispanic populations. CSC wishes to bring health equity to our dental patients by incorporating our patients’ preferences into our provision of dental services. Health equity will be achieved through the development of our General Dentistry Residency Program (referred to as ‘GDRP-TCM’ in Narrative), resulting in more access to culturally appropriate dental care. Clinical Partners: For the planning of our Residency Programs, we are partnered with the University of California, Los Angeles (UCLA) School of Medicine’s ‘Center for East-West Medicine (CEWM)’ as well as UCLA’s School of Dentistry, which will provide expert guidance, as well as clinical training sites. Specific Outcomes: We expect to complete four program goals, as measured and achieved by major objectives and key tasks/grant activities. Goal 1: Establish Strategic Plan for partnership among CSC and partners for the development and implementation of a Residency Program in General Dentistry with a focus on Integrative East West Medicine; Goal 2: Develop capacity of CSC as a Sponsoring Institution and achieve CODA Accreditation; Goal 3: Develop an Innovative Curriculum for Residency Programs in General Dentistry with a focus on Integrative East West Medicine Goal 4: Reduce the workforce shortage of practitioners with skills, knowledge, and competency in Integrative East West Medicine. How Project to be Accomplished: We have developed a comprehensive Work Plan to facilitate CSC-CEWM collaboration to incrementally and systematically achieve readiness to implement our proposed Residency Program. Our grant activities include the establishment of several committees, which will ensure our deliverables are informed by experts in the field, allow for sharing of the workload, facilitate collaboration between CSC and partners, and create accountability to our timeline. We will also use consultants to assist with curriculum development and the accreditation process.
