Dental Reimbursement Program - NewYork-Presbyterian is applying for the "FY 2024 RWHAP Part F Dental Reimbursement Program" to seek reimbursement for dental care provided for People Living With HIV/AIDS at NewYork-Presbyterian Queens (NYPQ) Hospital during the period of July 1, 2022 through June 30, 2023. NYPQ is a campus of NewYork-Presbyterian located in Queens County, and specifically Congressional District NY-06. This campus provides comprehensive services to People Living With HIV/AIDS (PLWHA) and People Aging With HIV (PAWH). NYPQ features dental residency programs that provide dental comprehensive care for PLWHA. The dental facility at NYPQ is a community-based facility operated by New-York Presbyterian. The outpatient facility is off-site to the main hospital. Referrals to the dental service are also sent from an HIV+/AIDS Specialty Care Center run by Dr. Lok Yung (Medical Director). Residents at the dental facility are managed by NYPQ. The oral health programs at NYPQ provide comprehensive services to parents including disadvantaged populations in Queens County, New York as well as all the boroughs since NYPQ treats parents and receive referrals from all 5 boroughs and the tri-state area. The residency programs in general practice, oral pathology and oral and maxillofacial surgery at NYPQ provide and enable care in a busy dental clinic. All phases of dentistry are provided in services, and patients from the infectious disease clinics with HIV diagnoses are fully integrated into the dental practice. Residents treat PLWHA under the supervision of attending dentists who have extensive and in-depth experience treating the dental needs of PLWHA. Communication between the NYPQ dental team and the patient’s medical team is seamless through the EPIC integrated medical record, shared administrators, and a proximity between clinics. The clinic at NYPQ is located in the community near a medical clinic that serves the HIV population. All clinical facilities are staffed by NYP with dental residents incorporated into all phases of patient care. The facilities are handicap accessible and staffed by a diverse group of providers. Language translation services are provided via telephone and telehealth links. The integration of dental and medical services at NYPQ enables residents to provide coordinated care for the patients that they treat. The total unreimbursed costs of oral health care provided to people with HIV from July 1, 2022 through June 30, 2023 is $278,497. Ryan White HIV/AIDS Program Part F Dental Reimbursement Program funding for NYPQ will be for services designed to improve access to oral healthcare for low-income people with HIV, and to train dental students, dental hygiene students, and dental residents to deliver dental care to people with HIV. Advanced dental procedure training is an accreditation requirement for residency programs and is the standard of care in many situations. It is for these varied essential needs that the Division of Dental and Oral medicine at NYPQ is seeking funding especially as advanced dental care is generally not covered by Medicaid, Managed Medicaid or ADAP the result of which is that low-income patients with HIV often have poor coverage or no coverage. These services are therefore costly to patients and to the hospital.
