Roush, DDS – State Dental Director Contact Phone Numbers: 304-558-5388 Email address: Jason.M.Roush@wv.gov Website address: https://www.dhhr.wv.gov/oralhealth Grant Program Funds Requested: $400,000.00 annually; 9/1/2022 to 8/31/2026 (4 years) The purpose of this proposed project is to support West Virginia’s oral health workforce through the development and implementation of innovative programs that will meet the oral health needs of children, including children and youth with special health care needs (CYSHCN). Innovative programs will include: dedicated efforts to strengthen partnerships among state programs to support oral health; improve access to oral health services for children and youth with special health care needs living in dental HPSAs (Health Professional Shortage Areas) through provision of service and partnership with strategic partners; and improve quality of care for CYSHCN through strategic use of evaluation to improve program performance, assess program impact, and address the concerns and needs of key stakeholders and decision makers within the state. The project proposes to accomplish the following objectives: • By August 2023, develop and conduct a dental practice survey to determine if dental providers in dHPSAs are treating CYSHCN. • By August 2023, perform a needs assessment to determine if ASCs are offering OR dental time. • By January 2023, evaluate EPSDT to determine the number of CYSHCN (foster care Tier 1) who had an oral health assessment completed on well-child exam. • By December 2023, evaluate data from BSS, dental practice survey, and needs assessment to determine strategies for improving quality of care. • By August 2
026, increase the number of policies or processes in state programs that include oral health. • By August 2026, increase the number of Bureau for Medical Services (BMS) policies that include dentists as telehealth providers. • By August 2026, develop and implement a process for CYSHCN to receive oral health services • By August 2026, increase the number of telehealth consultations for CYSHCN. • By August 2026, increase the number of WVU dental students who complete rural rotations in CSHCN clinics. The proposed project addresses the Activity 5 from the Notice of Funding Opportunity HRSA-22-050.
