Butte-Silver Bow City County Drug Free Communities Project - Butte CARES, under the fiscal umbrella of Butte-Silver Bow City County, is pleased to submit this STOP Act grant application on behalf of the residents of Silver Bow County, Montana. To advance our goals of reducing substance abuse and strengthening community collaboration, Butte CARES proposes to use STOP Act grant funds to increase the variety of environmental prevention activities, targeting underage use of alcohol. The goals of our program are to change the environment within which underage drinking takes place by: changing community norms regarding use by youth; reducing opportunities for underage drinking by limiting youth access to alcohol; creating changes in underage drinking enforcement efforts; and addressing penalties for underage use. Given this comprehensive approach, in concert with a broader host of stakeholders, we are confident that the prevalence of negative consequences associated with underage drinking will be greatly reduced, not only in our county, but in the counties that join in this effort. Strategies proposed and those to be developed and implemented will target youth, parents, and our community. Much of our 1st year will be dedicated to developing a four-year Strategic Plan that delineates local, as well as the broader collaborative strategies to be employed. Our priority objectives are to achieve the following by October of 2016 (as reported by Butte-Silver Bow students, grades 8th, 10th & 12th), to: decrease by 20% the number reporting alcohol use in the last 30 days; increase by 20% Parental Disapproval of youths use of alcohol; increase by 20% Perception of Risk or Harm related to alcohol use; and decrease by 20% favorable attitudes towards peer use of alcohol.
