Dover Coalition for Youth (DCFY) is a community-based drug and alcohol coalition founded in 1993. As a current Drug Free Communities grantee in its 8th year, DCFY utilizes environmental strategies to reduce underage drinking and drug use among youth. Its membership and executive board is far-reaching in sector representation. One of its significant environmental approaches to combat youth substance abuse is the award-winning Dover Youth to Youth, which implements a youth empowerment model, crafted by the youth members, that affects policy change at the local and State level and increases awareness among youth. With growth comes community change, which includes an increase in the number of liquor licensees (restaurants and bars). Bars in Dover are catering to a younger crowd, which attracts college-aged students. With an influx of University of NH students, many are seeking housing in Dover as it offers a plethora of multi-unit housing and is only 6 miles from the UNH Campus.This has contributed to the presence of underage drinking parties, violations o f NH's Social Host Law, and quality o f life issues witnessed by the youth o f Dover.Through the proposed development of a Landlord Association and a Downtown Licensee Collaborative, we will impact the above-mentioned contributing factors of underage drinking, and increase environmental prevention policies. Additionally, student athletes in Dover have a code of conduct but its enforcement varies. DCFY also intends to bring the American Athletic Institute's Life of an Athlete to target this youth population and combat underage drinking among student athletes. By implementing a youth empowerment strategy that engages students to develop the messages that students hear regarding the risk of underage drinking and enacts community-level policy change, we are poised to create lasting population-level change to combat underage drinking.
