AIDS Project Los Angeles Inc. (APLA) proposes to adapt and implement SAMHSA's Project Towards No Drug Abuse (TND), as a comprehensive, culturally-based substance abuse and HIV prevention initiative targeting high-risk African American and Latino young men (18-24 years of age). This 5-year effort will increase capacity in Los Angeles County, California to deliver effective, integrated substance abuse and HIV prevention programs in two of its impacted regions. In 2012, APLA proposes to enhance Project TND by implementing the APLA HIV Testing Services program. Through the supplemental funding received, APLA will conduct 600 HIV rapid tests (OraQuick), targeting African American and Latino men who are between the ages of 18 - 24 years and will expect to identify a minimum of 15 (2.5% seropositivity rate) who are HIV positive and link them to HIV primary medical care, HIV prevention, and/or other supportive services to ensure that they are initially linked to and remain in care. MSM are the most disproportionately impacted population in the county. Both African American and Latino gay and non-gay identified MSM face social stigma and cultural barriers that often prevent their access to and participation in prevention activities.
