The Substance Abuse free Environment Inc. (SAFE) coalition services Chesterfield County, VA a suburban and rural county in central Virginia with a population approximately 311,000. The goals of the Coalition are to: (1) establish and strengthen collaboration among Greater Gresham Area Prevention Partnership's partner organizations in support of the community's effort to prevent and reduce substance abuse among youth; and (2) reduce substance abuse among youth in Chesterfield, VA, and, over time, among adults by addressing the issues in our community that increase the risk of substance abuse and promoting the factors that minimize the risk of substance abuse. The Coalition will achieve its goals by implementing these strategies: (1) reduce the accessibility of alcohol to minors by enhancing law enforcement efforts to ensure compliance with laws prohibiting sales of alcohol to underage buyers and by using a variety of incentives and disincentives to encourage merchant compliance and support; (2) build youth leadership
