Ensuring that all children in St. Louis City and County are safe, healthy, and capable of reaching their full potential is a shared responsibility among governmental entities, local communities, and Missouri's families. To meet this responsibility, the St. Louis Mental Health Board, the project's applicant, will work with the St. Louis System of Care Council to create a strategic plan for expanding the Saint Louis County/City System of Care so that all children with Serious Emotional Disturbances and Special Health Care Needs who range in age from birth to age 21, have equitable access to high quality holistic care that is youth and family driven, community based, culturally grounded and sustainable. Specific project goals will include: bolstering the current SOC infrastructure to support expansion, developing a strategic plan for building capacity to provide behavioral health services, expanding the population of children served to include youth with co-occurring special health care needs, maximizing public and private funding, developing a trained workforce, ensuring that stakeholders have accessible and reliable data, and enhancing supports across all levels of the SOC.
