The project will enhance the exchange of health information between a behavioral health agency and a federal qualified health center (FQHC) involved in the PBHCI grant program as well as interface with a Health Information Exchange (HIE). The HIE will include all medical providers in the surrounding 20 Counties. The primary goal is to implement a new electronic health record (EHR) that can interface with all these agencies and house a patient registry. The primary goal of the project is to enhance Health Information Technology (HIT) by replacing HSC's existing EHR with a new EHR that is certified by the Office of the National Coordinator for Health Information (ONC), can be actively linked to the FQHC's new EHR (NextGen system that is ONC licensed), and can interface with the regional HIE. The new EHR will be selected, purchased, installed, and operational by July 1,2012. The second overlapping goal is to develop and house a patient registry within the new EHR that integrates both primary care and behavioral health indicators of prevention and effective proactive care for clients enrolled in the PBHCI. The registry will be used to develop quality improvement strategies to enhance integration of medical and behavioral health services. The third goal is to use the new EHR to access digital health information, including e-prescribing, electronic labs, and seamless access to other providers through the forthcoming Central Illinois Health Information Exchange (CIHIE).
