CMHA will (1) enhance the capacity of the CMHA IT Infrastructure to allow CMHA users to communicate and transmit data in a secure and fault tolerant matter. This will include upgrading the current technology including hardware and software services to meet these needs. This product will include secure encrypted data transmissions, inbound and outbound access controls and audit and reporting capabilities; (2) evaluate two approaches which are being proposed to develop CMHA's capacity to exchange health information with its primary care partner, as well as with the state health information exchange, including: Plan A -enhance the CareLogic product (CMHA's EMR) to allow for data elements currently in the outbound CCD to be imported as discrete data elements from third party systems that export CCDs. The enhancement would also include incorporating HL 7 functionality so that CareLogic can transfer information to the HIE. Plan B -create a Clinical Data Repository to store, retrieve, report, and manage health information data included in the CMHA EMR, its primary care partner, and other health care organizations.
