2010 GRANTS TO STATES FOR HEALTH INSURANCE PREMIUM REVIEW - CFDA 93.511 Health Insurance Premium Review ???Cycle 1 PROJECT ABSTRACT SUMMARY On July 29, 2010, the Secretary of the Department of Health and Human Services, Kathleen Sebelius, determined that the provisions of the Affordable Care Act which amended the provisions of Title XXVII Public Health Service Act (PHSA) also apply to the territories including Guam. This determination by HHS Secretary Sebelius also stated that the territories are eligible to apply for Rate Review Grants. Presently, the Banking and Insurance Commissioner has a budget of $503,163. This budget shall be maintained and will not be supplanted by the grant. The Commssioner has the authority to review policy form and rate filings. This authority is being applied although the Regulatory Examiners under the Insurance Commissioner are not able to conduct rigorous review due to lack of technical knowledge, training and resources for rate review.
