Focus Area: Rural Maternal Health Funding Preference: Qualification 1 – HPSA Total Funding Requested: $100,000 Mosaic Medical Center - Maryville proposes to collaborate with four key partners to establish the Rural Maternal Health Consortium (RMHC), a network dedicated to Legislative Aim #2: expanding access to, coordinating, and improving the quality of basic health care services and associated health outcomes. The network will address critical gaps in obstetric (OB) and maternal health services in the rural northwest and northcentral regions of Missouri by enhancing care coordination for maternal health services, specifically pregnancy, childbirth, and the immediate postpartum period. The service area includes fourteen counties—thirteen in Missouri (Gentry, DeKalb, Nodaway, Clinton, Atchison, Holt, Worth, Harrison, Caldwell, Daviess, Mercer, Grundy, and Livingston) and one in Iowa (Taylor County)—all of which are designated as rural or partially rural. The primary goals of this initiative are to (1) develop a maternal health network operations plan and (2) increase local access to low-risk maternal health services. The project objectives include: 1. Establishing the foundational infrastructure for shared decision-making and operations. 2. Assessing the current availability of maternal health services and identifying opportunities for collaboration among network partners. 3. Determining the feasibility of implementing evidence-based maternal health services through targeted training investments in areas with limited access. 4. Finalizing the maternal health network operations plan, integrating stakeholder feedback and aligning with identified community needs. 5. Developing resources to address maternal health service gaps within the network. This application qualifies for Funding Preference Qualification 1, as the proposed service areas are designated Health Professional Shortage Areas. Additionally, these areas are recognized as Maternity Care Target Areas, further emphasizing the urgent need for improved maternal health services. The RMHC project will focus on addressing social determinants of health such as educational and socioeconomic disparities, poverty, and the challenges faced by uninsured and underinsured individuals. It will also tackle structural challenges, including poverty, a limited healthcare workforce, insufficient healthcare facilities, rurality, transportation barriers, and underdeveloped telemedicine infrastructure. By establishing this network, the project aims to enhance maternal health outcomes and ensure sustainable improvements in care accessibility and coordination within these underserved rural communities.
