Focus Area: Mental Health and Opioid Use Disorder/Substance Use Disorder (OUD/SUD) Service Region: Wood County, Texas Population to be served: The target population is residents of highly rural and underserved Wood County, Texas. Residents of this county have historically suffered from high rates of substance use, overdose, and mental health disorders. A significant percentage of the population lives in poverty. Network Partnerships: The 3 agencies which have signed Letters of Commitment to participate in the network include Clover Educational Consulting Group (Clover), the Mineola Independent School District, and the Andrews Center Behavioral Healthcare System. Clover is a 501c3 nonprofit community-based organization. MISD is the lar
gest school district in Wood County. The Andrews Center is a community mental health center and the local Mental Health Authority. Two-thirds (66%) of the partners are located in a HRSA-designated rural area (Clover and MISD.) Readiness for Integration: The 3 network partner agencies have indicated a high degree of readiness to integrate their functions and share resources in the development and implementation of the proposed network. Experience Serving Rural Underserved Populations: The applicant organization is located in Wood County, Texas, which is a designated rural area. Clover has extensive experience serving rural underserved populations, as the bulk of the work conducted by our Community Initiatives division is in service to the highly rural and underserved region of Northeast Texas. Clover also has significant experience in rural workforce development and has supported the development and/or accreditation of numerous rural psychology training programs across the country, has initiated the expansion of several rural training programs through the obtainment of federal expansion grants, and has obtained a number of federal grant awards which have provided community behavioral health programming in rural communities across the country. Clover’s President/CEO has an extensive history in rural research, and served as the editor of APA’s Journal of Rural Mental Health. The rural underserved population in the local community will be involved in the development and operations of the network via town meetings and focus groups. The population will benefit from the network through the receipt of comprehensive youth substance use prevention and mental health promotion programming and materials.
