Proposed Service Region: Pike County; fully rural Population to be Served: Students in grades K-12 in the four participating school districts and their families. Because of the rural nature of the county, stigma and limited resources and providers to address SUD/OUD prevention, protection, mitigation, response and recovery, students in Pike County have not historically been able to access services, therefore have less opportunity for prevention, early intervention and treatment. Network Members: Pike County Memorial Hospital (hospital), Louisiana RII School District (K-12), Bowling Green RI School District (K-12), Pike County RII School District – Clopton Schools (K-12), and BONCL School (K-8). All members are located in Pike County, a HRSA-designated rural area, as defined by the Rural Health Grants Eligibility Analyzer. Network partners signed a letter of commitment indicating commitment to integrate functions to the degree possible and to share clinical and/or administrative resources. Experience in Serving Rural Underserved Populations: Pike County Memorial Hospital and participating Network members have the experience and capacity to serve, rural underserved populations. The hospital has been serving this rural county since 1928. At present, the hospital is participating in a Missouri Foundation for Health funded grant with other rural hospitals in partnership with the Missouri Rural Health Association to increase telehealth services to improve access to care. This effort require community partnerships and formal agreements. As a rural critical access hospital, all efforts and resources are dedicated to improving healthcare in Pike County. This project is an outgrowth of an RCORP planning grant awarded in 2019 that looked at community-wide opioid use disorder. While not successful in securing an RCORP implementation grant, this Network has form to delve further into SUD/OUD issues within the schools. Rural underserved populations, particularly students and their families, in Pike County will benefit from and be involved in the planning and future implementation of the emergency operations plan that will be developed by the Network. Individuals will benefit from a cohesive plan to identify gaps and to bring resources and best practices into the schools to help faculty, parents and students lead healthier lives with access to prevention, protection, mitigation, response and recovery resources. Funding Preference: The Pike County Health Improvement Network is requesting funding preference on the HPSA Designation qualification. Supporting documentation is included as Attachment 8.
