Proposed Service Region Warsaw, Indiana: Kosciusko County Plymouth, Indiana: Marshall County Albion, Indiana: Noble County Population to be Served The ASPIN TeleSalud Network Planning Grant aims to serve Spanish-speaking rural residents in northern Indiana counties, Kosciusko, Marshall, and Noble. These counties represent 16,527 Hispanic and Latino individuals in the state, 3,040 (16.8%) of those individuals potentially impacted by mental illness. The 2020 National Survey on Drug Use and Health indicates that 64.9% of Hispanic and Latino individuals aged 12+ with any mental illness did not receive treatment. Mental health stigma prevents Hispanic and Latino individuals from seeking care, specifically in rural, tight-knit communities where confidentiality may be difficult. Network Members Members: 1. ASPIN (rural non-profit behavioral health network), 2. Bowen Center (rural Community Mental Health Center), and 3. East Coast Migrant Head Start Project (non-profit Head Start provider). Attestation: At least 66% of network members of the ASPIN TeleSalud Network Planning Grant are located in HRSA-designated rural areas. Network members are prepared to integrate 100% of their functions and share administrative resources for the planning grant. Members have committed to allocate staff time to attend meetings, support efforts through marketing, recruitment, and organizational participation, provide feedback and input into strategic and sustainable planning, and assist with the needs assessment and provide data as requested. Experience in Serving Rural Underserved Populations ASPIN has an active grant history with HRSA with organizational expertise and capacity to serve rural underserved populations. ASPIN previously received a HRSA-funded Rural Health Network Development grant for the Indiana Veteran’s Behavioral Health Network. ASPIN established a telehealth system with clinical providers which enables rural veterans to connect with the Veterans Administration at their rural community health centers. This project led the VA to utilize similar units to provide telehealth services in other states. The local rural community will be involved in this project through the development of an Advisory Committee comprised of currently practicing Spanish-speaking therapists and healthcare workers of varying disciplines, peers and Community Health Workers, and consumer representatives. The community’s involvement in the Advisory Committee influences the program by providing input and feedback on all planning activities for the creation of the ASPIN TeleSalud Network. The local rural community will benefit from this project through the creation of a strong community coalition to improve clinical outcomes and reduce mental health stigma in the Spanish-speaking community.
