(FHC) is the sole safety-net primary care and dental provider on the island of St. Croix in the U.S. Virgin Islands. In 2024, FHC provided medical, dental, mental health, substance use disorder and enabling services to more than 8,900 unduplicated individuals. The vast majority of these individuals had income below 200% of the federal poverty level. FHC operates four service delivery sites on St. Croix located in key low-income population areas. FHC currently provides dental services at three locations: Ingeborg Nesbitt Health Center in Frederiksted, Lena Schulterbrandt Health Center in Frederiksted, and North Shore Health Center in Christiansted. There are currently 14 dental operatories across these sites and in 2024, dental services were provided to 1,986 unduplicated individuals. FHC is the only dental provider on the island authorized to receive Medicaid payment for dental services. As a result, FHC is the only organization that can provide dental services to the more than 16,400 individuals living on St. Croix who are covered by Medicaid, and the only safety-net dental provider for the estimated 13,200 uninsured individuals. Combined, this results in at least 29,600 individuals who can only access dental services at Frederiksted Health Care. Without a doubt, dental care is the largest unmet health need facing our community. The overwhelming demand for services impacts the ability of individuals with HIV/AIDS to access timely care. FHC proposes to increase dental capacity in one of the most underserved communities of St. Croix through the addition of dental equipment at the Mid-Island Health Center located in Sion Farm in the center of the island. The establishment of a new dental clinic located adjacent primary care services will improve operational efficiencies and increase dental capacity to remove barriers to care for individuals with HIV/AIDS.
