Address: 26 North Arsenal Avenue, Indianapolis, IN 46201 Project Director: Alan Witchey 317-632-0123 awitchey@damien.org www.damien.org Request: $150,000 Damien Center, Inc., a 501(c)3 not-for-profit organization, proposes to support organizational capacity to better serve low-income and underserved people with HIV through Category 2) Infrastructure Development. Specifically, Damien Center will utilize Infrastructure Development funding to increase access to dental care through the Damien Dental Clinic. Funds will be utilized to purchase equipment necessary to establish an on-site dental clinic, which is scheduled to open by June 2025. The proposed activity is not an expansion of previous funding, but will expand and complement existing services, including those provided by Damien Center through Ryan White Parts A, B, C, and MAI funding. Epidemiological Overview There were 5,917 people living with HIV (PLWH/A) in the Indianapolis TGA in 2020. Marion County’s HIV epidemic is the largest in the Indianapolis metropolitan region, constituting 84% of all people living with HIV and 80% of all people newly diagnosed in the TGA. Marion County’s HIV epidemic is also the largest in the state of Indiana, amounting to 38% of all people living with HIV and 42% of all new HIV diagnoses in the state. The county’s HIV prevalence is more than four times, and incidence more than three times, the corresponding rates of the remainder of the state. There were 301 new cases of HIV/AIDS diagnosed in the TGA in 2020, 199 (10.2/100,000 residents) of which were diagnosed as HIV and 102 (5.2/100,000 residents) diagnosed as AIDS. This represents an overall rising trend for the TGA over the last ten years. Key Services and Target Populations Damien Center’s proposed project will address the need for oral health services in the Indianapolis TGA. People living with HIV/AIDS experience a high incidence of common oral health problems as well as additional oral health problems that are directly related to HIV infection, yet there are significant gaps in the availability or oral health care in the area, particularly for underserved populations. Damien Center’s proposed project will expand the availability of oral health services in the Indianapolis TGA to Ryan White eligible clients. Services will be provided to low-income, uninsured, and underserved people with HIV in the Indianapolis TGA. Highly impacted sub-populations to be targeted within the primary target population correspond with high-priority populations identified in the Marion County Ending the Epidemic Plan and includes: Black/African Americans; LatinX; gay men and other MSM, young people under age 25; people who inject drugs, people who are transgender; and people born outside the United States.
