We are requesting funding from the Ryan White HIV/AIDS Program Part C Capacity Development Program under the Emergency Preparedness activity under the Infrastructure Development category (HRSA-24-062). Our proposed project aims to enhance emergency preparedness, particularly in response to natural disasters and electricity outages. Portland CHC, the sole Ryan White Part C provider in Greater Portland, Maine's most populous area, plays a vital role in providing healthcare to underserved populations. The project targets improving infrastructure and emergency preparedness to support Ryan White HIV/AIDS Program (RWHAP) patients. Portland CHC’s proposed project will equip our 295 Park Avenue health center with a generator to power the entire health center, expanded refrigeration for vaccine and medication storage to hold supplies from our 16 health centers, enhanced communication resources, and an outdoor medical tent and heater. Additionally, it includes the development and integration of emergency operations plans to guide Portland CHC's response to various crises, including natural disasters and public health emergencies, especially as it relates to RWHAP. Staff and an external consultant will develop plans will outline protocols for staff responsibilities, communication procedures, vaccine storage and distribution strategies, and facility management during emergencies. Incorporating lessons learned from past emergencies and aligning with CDC guidelines, these plans will ensure a coordinated and effective response to crises, safeguarding the health and safety of RWHAP patients and staff while maintaining the continuity of care. Furthermore, these plans will be regularly reviewed, updated, and incorporated into staff training programs to enhance preparedness and resilience in the face of evolving threats. This project is an investment in emergency preparedness at Portland CHC with the potential to mitigate the impact of emergency situations on underserved communities. Through enhanced infrastructure and proactive measures, Portland CHC aims to bolster its resilience and uphold its commitment to equitable healthcare delivery.
