Ryan White Title III HIV Capacity Development and Planning Grants - AID Atlanta, Inc. (UEI GKCAR2E3JYB2) is the Applicant under Health Resources and Resources and Services Administration Notice of Funding Opportunity HRSA-24-062, Ryan White HIV/AIDS Program (RWHAP) Part C Capacity Development Program. With this Application, AID Atlanta is requesting funding for a HIV Care Innovation activity, Streamlining RWHAP Eligibility, to strengthen its organizational infrastructure to respond to the changing health care landscape and to increase capacity to develop, enhance, and expand access to high-quality HIV primary health care services for low-income and underserved people with HIV in AID Atlanta’s service area. AID Atlanta is a 501(c)(3), non-profit organization with a mission to reduce new HIV infections and improve the quality of life of PLWH. The Project proposed in the Application has eleven Goals, which correspond to the eleven Project Components: 1. The development and implementation of e2AIDAtlanta, a Ryan White Part A, B, C, and EHE MIS and its integration with e2Fulton, the Ryan White Part A MIS utilized by Fulton County Department of HIV Elimination.AID Atlanta’s Part A funder, to reduce time-consuming multiple data entry and eliminate data siloes that create barriers to eligibility determinations and client care. 2. The customization and implementation of the Automated Cross-Part Eligibility Module to streamline and coordinate eligibility under Ryan White Parts A, B, C, and EHE. 3. The customization and implementation of the Client Document Tracker/Uploader to enable AID Atlanta’s staff to upload and manage client eligibility documentation. 4. The customization and implementation of the Referrals Module and Referrals Report to streamline, manage and analyze intra-agency referrals across programs. 5. The customization and implementation of the Service Expenditures Report, which will allow administrators to monitor the status of their service contracts in real-time. 6. The customization and implementation of the Staff Assignment Module, to support the prompt assignment of staff to a client by role, based on the services for which the client is eligible. 7. The development and implementation of a Data Import Module, which will support the import of data from AID Atlanta’s AthenaOne EMR to e2AIDAtlanta, reducing duplicative data entry into multiple data systems. 8. Completion of a One-time Data Migration of Legacy Data from eCW, which will enable AID Atlanta to discontinue use of eCW, a duplicative and unnecessary data system which places an additional burden of multiple data entry on AID Atlanta staff. 9. The Enhancement of the Client Search Module to enable users to search for clients in e2AIDAtlanta using the AthenaOne ID or the eCW ID in addition to other search criteria. 10. The Customization and Implementation of the CAREWare Export Module to export Part B data from e2AIDAtlanta to AID Atlanta’s Part B funder in CAREWare PDI format, further reducing multiple data entry. 11. The leveraging and customization of data analysis features of e2Fulton and their inclusion in e2AIDAtlanta, for use in managing and analyzing AID Atlanta’s Part B and C data. Those features include: e2Visual Analytics, the e2Visual HAB Performance Measures Report, and the e2Real-Time Data Extract. The proposed Project will address unmet needs and gaps in care for the priority populations of Black MSM, Black women, and Transgender clients, including gaps in the HIV Care Continuum stages of Linkage to Care, Retention in Care and Viral Load Suppression. The proposed Project will also address significant technology barriers faced by AID Atlanta with its current use of multiple data systems to manage data for its RWHAP Parts A, B, C, and EHE programs, and the need for an integrated system for determining client eligibility under all funding sources.
