Enhancing Primary Prevention Infrastructure: Collaborative Efforts in Kansas - Funding opportunity Number: CDC-RFA-CE-24-0068 CFDA: 93.136 Applicant Name: Kansas Coalition Against Sexual and Domestic Violence Descriptive Title of Applicant’s Project: Enhancing Primary Prevention Infrastructure: Collaborative Efforts in Kansas The Kansas Coalition Against Sexual and Domestic Violence (KCSDV) is a statewide coalition comprised of direct service organizations providing essential services to Kansas victims-survivors of sexual assault, domestic violence, stalking, and dating violence. KCSDV is the federally recognized and designated state domestic violence and sexual assault coalition in Kansas. This recognition comes from the U.S. Department of Health and Human Services, the U.S. Department of Justice Office on Violence Against Women, and the Centers for Disease Control and Prevention. In 2023, KCSDV was awarded funding through CDC-RFA-CE-0006 Rape Prevention and Education: Assessing Coalition Capacity to Advance Primary Prevention. This enabled KCSDV to work with a contracted evaluator from the Center for Community Health and Development (CCHD) at the University of Kansas to gather information from staff and stakeholders regarding KCSDV’s capacity to conduct primary prevention and health equity work. This assessment helped KCSDV identify next steps for building that capacity and implementing sexual violence primary prevention work in Kansas. In this project, KCSDV will continue to build SV prevention infrastructure and collaborate with partners including the Kansas Department of Health and Environment and the Midwest Native Coalition for Justice and Peace to enhance the State Action Plan. KCSDV will also implement two efforts to prevent sexual violence: 1) strengthening economic supports by working to increase access to affordable childcare, and 2) creating protective environments by developing and supporting implementation of sexual harassment prevention policies and procedures. Project Outcomes are as follows: 1.1 Increased recipient capacity to implement and evaluate primary prevention of SV at the community and societal levels 1.2 Increased capacity to promote and incorporate health equity program activities relevant to SV prevention among partner organizations 1.3 Sustained capacity for program implementation and SV prevention across the state or territory 2.1 Increased partner and community awareness of effective primary prevention strategies to prevent SV 2.2 Increased partner and community awareness of the disparate burden of SV 2.3 Increased coordination and collaboration among partners and between State Health Departments (SHDs), Tribal SA Coalitions, representatives from underserved communities and other sectors to prevent SV 2.4 Increased partner support to implement, evaluate, and adapt state and community level strategies to prevent SV 3.1 Increased community and societal level implementation of SV prevention strategies 3.2 Increased implementation of prevention strategies among communities and populations with disproportionately high rates of SV 3.3 Increased implementation of prevention strategies that seek to prevent SV by addressing social and structural determinants of health 3.4 Increased reach of prevention strategies that impact communities and populations with disproportionately high rates of SV* (e.g., Increased implementation of policies, programs, or practices to strengthen economic supports and create protective environments in Kansas) 3.5 Increased efforts to align selected strategies with the needs of populations disproportionally impacted by high rates of SV to promote health equity and reduce inequities in SDOH 3.6 Increase in protective factors and decrease in risk factors associated with SV (e.g., Increase in access to affordable childcare, particularly in BIPOC, rural, and low-wage earning families; Increase in protective work environments, especially among low-paid workers and women of color).
