DELTA Impact: Continuing our Pathway to Prevention in Ohio The Ohio Domestic Violence Network (ODVN) seeks to impact intimate partner violence in Ohio by working with two local Coordinated Community Response (CCR) teams that are at capacity to engage in primary prevention at the community and societal levels of the social-ecological model (SEM). The Knox County DELTA Committee (CCR) will implement policy efforts related to alcohol access for minors as well as work toward reductions in alcohol outlet density. The Violence Free Coalition (CCR) of Warren County will implement Coaching Boys into Men (CBiM). Both local strategies/approaches are among the example programs or policies recommended by CDC. The ODVN will implement The New Playbook: Standing Strong to Promote Non-Violence at least annually and follow up with program participants to ensure maximizing impact of program outcomes. The New Playbook (TNP) has undergone an evaluability site visit assessment by ICF, contractors working on behalf of the US Centers for Disease Control and Prevention for the Systematic Identification of Sexual Violence Ready for More Evaluation Project in August 2017. Additionally, ODVN will implement a community organizing and coalition building effort to increase minimum wage in Ohio to $15.00 / hour, thereby increasing wage equity and decreasing a significant risk factor for Ohio workers who are currently minimum wage earners. The ODVN will convene an Implementation Support Team, a Leadership Team, and commits its staff to engage with CDC in attaining the performance measures and intended outcomes articulated in the DELTA Impact NOFO. Through these activities ODVN seeks to reduce risk factors and increase protective factors associated with perpetration and victimization of intimate partner violence (IPV) as well as reduce the burden of health consequences experienced by communities across Ohio that are impacted by IPV. The anticipated outcomes ODVN will achieve, including meeting the performance measures listed in the NOFO and include the following short-term outcomes: Increased self-efficacy to influence social networks to prevent violence with new tools (knowledge and skills) related to alcohol use/abuse and healthy relationships; Increased understanding of the qualities for anti-violence leadership within social networks; Improved understanding of how to use risk and protective factors to have conversations with community partners to work together and prevent violence; Increased awareness of the impact of income inequality on Ohio families and communities; Expanded and engaged coalitions of partners at the state and local levels (CCRS and partnerships); and, increased understanding about alcohol related policies and economic policies that impact IPV. Intermediate term outcomes include: Increased protective factors and decreased risk factors for IPV; Improved social norms that support gender based violence prevention; Reduced acceptability of perpetration of IPV/SV; Decreased tolerance of SV perpetration; Enhanced physical and social environment to protect against IPV/SV; Ohioans to vote on minimum wage increase; Increase age of onset for drinking; Decreased alcohol outlet density; Increased neighborhood cohesion; Decreased underage access for alcohol; Increased enforcement of a alcohol related policies; Social host ordinances for KC municipalities are enacted and enforced; Adults and peers promote social norms supporting healthy relationship behaviors; Engaged peers are more likely to intervene to interrupt negative social norms; Increase pro-social bystander behavior; Increased equitable enforcement of existing policies related to SH/IPV/TDV; and, increased positive climate within schools and partner organizations.
