Facilitate and monitor the implementation of sexual violence prevention program, practices, and policies. - Purpose The aim of this proposal is to further the efforts of the Connecticut Department of Public Health by reducing the rate of sexual violence perpetration in the State by using the best available evidence to prevent harm. The CT DPH Office of Injury and Violence Prevention (OIVP) has built a strong, sustainable, and compassionate state-wide sexual violence prevention program, and is well positioned to expand collaboration on sexual violence prevention efforts throughout the state. Outcomes If awarded, we will create and submit a Logic Model that indicates short-term project outcomes related to planning, partnering, identifying and monitoring data including increased alignment between state-level goals and prevention strategies at state and local levels; increased capacity from partnerships to access and use data and leverage support; increased data-driven decision making, increased number of process and outcome evaluation activities implemented, increased percentage of community-level approaches implemented, and increased tracking of state-level SV indicators. Short-term outcomes related to implementing community-level strategies include increased SV and SV prevention awareness, amended organizational policies and procedures to reflect SV prevention best practices, increased knowledge of SV among judges, decreased rape myth acceptance among judges, and improved policies about education and patient referrals at community health centers. CT DPH and its partners plan to review and update the comprehensive Connecticut Rape Prevention and Education 2019-2024 State Action Plan xiv to ensure appropriate coordination of sexual violence prevention efforts across CT. The focus will be on community-level prevention strategies, and we will use data and outcomes to inform prevention efforts in order to decrease the occurrence of sexual violence incidents. Intermediate outcomes that will be measured include increased use of partnerships to implement community-level strategies and improve coordination of state SV prevention efforts; demonstrated use of data-driven decision making for program delivery; demonstrated use of indicator data to track implementation and outcomes (e.g. National Incident-Based Reporting System); demonstrated environmental and community changes from community-level strategies (e.g. increased ‘warm referrals’ to local rape crisis centers); increased protective factors (e.g. strengthen SV laws and policies) and decreased risk factors related to SV perpetration and victimization (e.g. reduce rape myth acceptance); and improved treatment of SV victims in the court system. Together it is conceptualized that the achievement of these outcomes will lead to decreased rates of SV perpetration and victimization (long-term outcome).
