Georgia Department of Public health (DPH) seeks funding under CDC-RFA-24-0027 to to build infrastructure for SV prevention, build on the existing state action plan, implement SV prevention approaches, and use data to inform action. These strategies will be implemented in conjunction with key partners and the communities most impacted by SV risk and protective factors. The Georgia Sexual Violence Prevention Program (GA-SVPP) within DPH has the capacity and expertise to make significant contributions to CDC’s goal of decreasing Sexual Violence (SV).
With strong support from DPH’s leadership, GA-SVPP proposes leveraging existing partnerships and forming new partnerships to build its existing infrastructure (Strategy 1). For example, the program will work closely with Kennesaw State University (KSU) to identify priority populations and use data analysis to guide programming. In addition, the program will convene an Advisory Board and a Learning Collaborative to ensure engagement of key partners, and will share resources, including data and training and technical assistance opportunities. The program will also build on its current health equity work from awareness to action. GA-SVPP will update its existing State Action Plan with input from key partners on the Advisory Board (Strategy 2).
GA-SVPP proposes to implement the approaches in Strategy 3 in conjunction with key partners throughout the state. For example, the program proposes working with Sexual Assault Centers to strengthen economic supports, community-level taskforces to create protective environments, and schools and public health districts to promote social norms that protect against violence. GA-SVPP will provide needed training and technical assistance to all partners to build capacity to implement these approaches.
GA-SVPP will continue to work closely with KSU to engage in the identification, tracking, and reporting of state-level SV indicators with an increased focus on using this data to inform the state’s activities to reduce sexual violence and health inequalities across at-risk and priority populations in Georgia. Together with the Advisory Board and KSU, GA-SVPP will develop and create an evaluation plan for addressing SDOH and SV outcomes in Georgia. This equity-focused evaluation plan, informed by CDCs VetoViolence EvaluACTION tool, will focus on gathering outcome and process data that can speak to the effectiveness of the SV prevention efforts and the conditions that are shaping SV, social determinants of health (SDOH), and SV risk/protective factors in the intervention communities.
As a program within DPH, GA-SVPP has the organizational capacity to implement the proposed strategies. DPH has both a Division of Financial Management and a Division of Grants Management which oversee federally funded programs. At the programmatic level, GA-SVPP has strong guidance from the Principal Investigator, who has nearly 20 years of public health experience. The RPE Team Lead, who is responsible for the day-to-day activities of GA-SVPP, has more than 7 years of full-time experience working in sexual violence prevention with a focus on underrepresented populations. asthma-related experience in a variety of settings, including schools, clinics, and homes. With additional support from the RPE Program Manager for Schools and the RPE Program Manager for Community Mobilization, the three members of GA-SVPP, along with a team of Evaluators from KSU, form a strong team capable of implementing the strategies and activities required for this cooperative agreement.
