Sexual violence (SV) is a significant public health problem as well as a violation of the most basic human right. In Puerto Rico, the Behavioral Risk Factor Surveillance System (BRFSS) identifies that thousands of people experience sexual violence victimization each year. Coordinadora Paz para las Mujeres, Inc. is presenting this proposal for promoting understanding and assessing the capacity for primary prevention of sexual violence. Our organization is the CDC’s designated Domestic Violence and Sexual Assault Dual Coalition for the territory of Puerto Rico and is on the position to implement this project. Collaboration will be established with a diversity of sectors, as shown in the Narrative and on the Coalition’s members and partners Attachment. A Sexual Violence Primary Prevention Capacity Assessment will be designed, developed and implemented in a participatory methodology, including organizations that serve underserved populations and a diversity of sectors including but not limited to universities, government, the Heath Department, and representation of the 40-member organizations that compose the Coalition. Social Determinants of Health and other objectives from Healthy People 2023 will be considered in the design. The project will be conducted during a 12 months period, two experienced facilitators will lead the process. The results will be shared and discussed with the participant organizations and used as part of the Coalition’s work for advancing primary prevention of sexual violence in Puerto Rico. As a result of this Capacity Assessment the Coalition will be able to identify: staff with expertise for primary prevention of sexual violence, mapping practices and projects, identifying potential leaders and technical assistance providers and supporting the development of competencies on all of the organizations, for the advancement of Healthy People 2023 objectives in a culturally appropriate manner for the population of Puerto Rico a
nd its local communities. Qualitative and quantitative data will be gathered and analyzed, and a process and product evaluation exercise will be part of the design.
