Sexual violence remains a significant health problem affecting the lives of many people in Texas. A prevalence survey conducted in 2015 revealed 33.2% of adult Texans have experienced some form of sexual assault in their lifetime. To reduce the occurrence of sexual violence in Texas communities, Texas will implement community level strategies designed to reduce risk factors and increase protective factors associated with the occurrence of sexual violence, contract with an evaluation team to build state-level evaluation capacity, and contract with the designated state sexual assault coalition to provide technical assistance and training to sexual assault programs. In Texas sexual assault programs have a long history of implementing programming designed to stop sexual violence before it occurs and will use their knowledge, experience, and expertise to continue current programming in 2019, increase community/societal strategies to 75%, and then transition into new programming in 2020. Specifically, in 2019, Texas will use Rape Prevention and Education (RPE) funds to: increase participants’ knowledge of the risk factors for sexual violence; increase participants’ intent to engage in healthy relationship behaviors; increase instances of collective youth leadership in efforts to prevention sexual violence; increase community investment in prevention; and increase the number of prevention initiatives implemented in local communities. By 2020, Texas will shift programming to promote social norms that protect against violence (bystander intervention and engaging men and boys as allies); provide opportunities to empower and support girls and women (strengthening economic supports for women and families; strengthening leadership and opportunities for girls); and create protective environments (improving safety and monitoring in schools, establishing and consistently applying workplace policies, and addressing community-level risks through environmental approaches. Expected Outcomes are: Short-term outcomes: Increase alignment between state-level goals and prevention strategies at the state and local level; increase data driven decision making for program selection; demonstrate the selection of sub-recipients based on data driven decision making; increase Authentic Youth Engagement (youth empowerment at community-level and making youth agents of change regarding sexual violence prevention); increase the percentage of community/societal-level approaches implemented to 75%; increase capacity from partnerships to access and use data and leverage support; increase the number of process and outcome evaluation activities implemented from the state evaluation plan; and increase tracking of state-level sexual violence indicators. Medium-term outcomes: Increase state capacity; increase use of partnerships to implement community-societal-level strategies and improve coordination of state sexual violence prevention efforts; increase use of data driven decision making for program delivers; increase in protective factors and decrease in risk factors related to sexual violence perpetration and victimization; increase environmental and community change that result from selected community/societal-level strategies; and increase the use of indicator data to track implementation an outcomes. Long-term outcomes: Decrease rates of violence perpetration and victimization. Impact: Prevent sexual violence; Healthy Texas communities. To reach these goals, Texas submits our application for RPE, Category B funding.
