Iowa's Rape Prevention and Education Program - The Iowa Rape Prevention and Education program proposes to take a comprehensive approach to SV prevention, focusing primary prevention efforts on youth to prevent first time perpetration, college students facing economic risk factors for sexual violence victimization, and workplace policies to prevention violence and harassment among adult workers. Examples of risk factors to be addressed by the strategies and activities in this application include decreased support for societal norms that support sexual violence, decreased tolerance of sexual violence within the community and a decrease in the # and severity of weak laws and policies related to sexual violence and gender equity. Strategies and approaches will build off of efforts from CE-14-1401, and will be guided by the public health approach, tied to SV indicators, and will occur primarily at the community-level of the SEM. Additionally, all strategies will be implemented using a trauma-informed framework that involves understanding, recognizing, and responding to all types of trauma, with emphasis placed on developmental trauma (i.e. adverse childhood experiences [ACEs] prior to age 18) that is associated with long-term negative health outcomes. IDPH will be the primary recipient and will be responsible for establishing public/private partnerships, developing a State Action Plan (SAP), creating and implementing a state evaluation plan, developing approach to track SV indicators, and ensuring that all strategies implemented by sub-recipients align with STOP SV: A Technical Package to Prevent Sexual Violence. During the NOFO project period, Iowa intends to work toward the long-term outcomes of decreased rates of SV victimization and perpetration and decrease in poverty. Iowa’s intermediate outcomes include: increased use of partnerships to implement community/societal level strategies and improved coordination of state SV Prevention efforts, environmental and community-level changes are demonstrated, program staff are aware of program requirements, documentation, resources and deadlines and can communicate those to sub-recipients. Beginning in Year 1 the following short-term outcomes have been set to initiate progress towards the long-term and intermediate outcomes: increased alignment between state level goals and prevention strategies at the state and local levels, increased capacity to access and utilize data and leverage support, increased use of data for programming decision making including selection of program strategies and selection of sub-recipients, increased # of process and outcome evaluation activities from State Evaluation Plan are implemented, increased % of community and societal level approaches implemented, enhanced ability to track and monitor state-level indicators, and strategies and sub-recipients with greatest ability to make impact on SV are selected. The risk and protective factors that Iowa seeks to address include increased connection/commitment to school for target populations, decreased support for societal norms that support: sexual violence, male superiority and sexual entitlement, and those that maintain women’s inferiority and sexual submissiveness, and decrease in the # and severity of weak laws and policies related to sexual violence and gender equity. Iowa will work with universities/campuses, local SV prevention programs, state agencies, and state coalitions, to conduct primary prevention strategies. These strategies will be implemented with guidance from the Iowa Domestic and Sexual Violence Prevention Advisory Committee (D/SV Prevention Advisory Committee) and the activities conducted by Iowa’s RPE Program will lead to increased use of the public health approach to violence prevention, increased use of sexual violence indicators, and improved evaluation.
