WV RAPE PREVENTION AND EDUCATION PROGRAM - ABSTRACT The estimated prevalence of sexual violence in West Virginia mirrors the national victimization rate, with an estimated 1 in 6 women and 1 in 21 men expected to be victims of an attempted or completed sexual assault in their lifetimes (NISVS, 2018). The West Virginia Rape Prevention Education (RPE) Program has been transitioning to an increasingly data-driven process over the past five years and will continue on that path over the next five year period and beyond. The program’s focus has been a multi-faceted approach, working at the state level to identify and use existing data indicator sources, initiate targeted data collection activities, and build the capacity of sub-recipients and allied partners to conduct evaluation and performance measurement activities beyond process measures. This purpose of this project is to decrease sexual violence perpetration and victimization through a collaborative, methodical, public health approach that builds upon the effective principles of prevention currently being implemented. The project expands RPE-supported strategies to a minimum of 75% focused on addressing the community and societal levels of the Social Ecological Model and incorporates a more definitive process for measuring outcomes on both the state and local levels. Expanded collaborative partners are utilized to maximize the reach of the project, its impact and sustainability. The following core outcomes are anticipated from this project: • Increased alignment of state RPE goals with implemented prevention strategies. • Increased capacity for partners and communities to access and utilize data. • Increased use of data for determining target populations, strategies, and sub-recipient selections. • Increased percentage of community and societal level prevention strategies implemented. • Increased use of partnerships to implement primary prevention strategies. • Increased coordination of overall state sexual violence prevention efforts implementing community and societal-level strategies. • Demonstrated use of data to direct decisions for target populations, strategies and sub-recipient selection. • Demonstrated use of indicator data to track implementation and outcomes. • Demonstrated environmental and community changes from selected strategies. • Increased protective factors/decreased risk factors related to sexual violence perpetration and victimization.
