NC Rape Prevention and Education Program - The purpose of the Rape Prevention and Education Program (RPE) program is to prevent sexual violence perpetration and victimization through primary prevention strategy implementation. The NC RPE priorities at the local level include shifting social norms that support destructive forms of masculinity and perpetuate sexism, enhancing bystander intervention skills, and increasing healthy relationship skills among youth. The NC RPE Program activities include continuing the longstanding partnership with the North Carolina Coalition Against Sexual Assault (NCCASA) as the primary training and technical assistance provider for the programmatic and evaluation aspects of the grant. The current contracts with the 10 RPE subrecipients will remain during the grant period in order for them to implement a comprehensive prevention strategy that encompasses the last 3 levels of the social ecology. Strategies can include activities that are school-based healthy relationships and healthy communication curricula, building level interventions to increase school connectedness and community strategies to advance gender equitable workplace policies. Community level task forces will be maintained by all subrecipients to increase community support and connectedness. 3 new RPE subrecipients will be identified via an RFA process to implement community/societal level strategies. Applicants will be allowed to select from a menu of strategies to include bar outreach and involves targeting policy adoption and implementation for sexual violence prevention, increasing positive community climate. Relevant NC RPE program outcomes include: • Increased use of partnerships to implement community/societal level strategies and improve coordination of state SV prevention efforts; • Demonstrated use of data driven decision making for program delivery; use of indicator data to track implementation and outcomes • Demonstrated environmental and community changes that result from the selected community/societal-level strategies • Increases in protective/decrease in risk factors related to sexual violence perpetration and victimization.
