Sexual Violence Prevention in Minnesota - The purpose of the Minnesota Department of Health Sexual Violence Prevention Program (MDH SVPP) is to engage statewide partners in preventing sexual violence. MDH SVPP has a rich history of statewide collaboration with diverse organizations and agencies, and has included many new partners to address sexual violence prevention from a public health perspective. MDH SVPP will continue to expand outreach through strategic efforts to build partnerships, recognize and highlight the intersections of sexual violence with other health concerns, and coordinate our efforts with other community outreach plans. Additionally, health equity and inclusion of voices from leaders in culturally specific and marginalized communities will be at the center of this work. Sexual violence is a major public health problem. The Costs of Sexual Violence in Minnesota found that 77,000 sexual assaults occurred in 2005, with 61,000 victims. Sexual assault in Minnesota cost almost $8 billion in 2005. According to the CDC’s National Intimate Partner and Sexual Violence Survey (NISVS), in the United States nearly 1 in 5 women and 1 in 71 men have been raped in their lifetime, while 1 in 2 women and 1 in 5 men have experienced sexual violence victimization other than rape at some point in their lives. Multiracial (49.5%) and American Indian or Alaska Native (45.6%) women experience contact sexual violence at a much higher percentage than white women (38.9%). In 2011, Minnesota collected Adverse Childhood Experiences (ACE) data as a part of the Behavioral Risk Factor Surveillance System. The results showed that, of the Minnesotans surveyed, 55% reported at least one adverse childhood experience (ACE) and 10% reported experiencing sexual abuse. Between 1995 and 2013, the percent of students reporting contact sexual abuse victimization on the Minnesota Student Survey decreased; however, the data provide evidence of victimization disparities by race, ethnicity, sexual orientation, sex, and more. The MDH SVPP is well positioned to address and prevent sexual violence in Minnesota. The above findings clearly identify sexual violence as a public health issue, and inform MDH SVPP’s prevention program planning, as well as our program evaluation infrastructure and capacity. Through this five-year project period, MDH SVPP will actively advance and evaluate prevention strategies, primarily at the community/societal levels. Outcomes: The ultimate outcome of this project proposal is to decrease sexual violence victimization and perpetration through social-cultural norms and values change, produced by transformations in community, state, systems, and environmental policies and practices. Intermediate outcomes are to decrease risk and increase protective factors at the community and societal levels. Short-term outcomes are to increase community and individual prevention engagement and increase prevention knowledge, skills, and intentions. Overarching performance outcomes include increasing community/societal level strategies being implemented, increasing partnership coordination, increasing the use of data to choose, shape, and adapt prevention approaches, and increasing process and outcome evaluation including tracking indicators.
