The Virginia Department of Health (VDH), in collaboration with the National Environmental Health Association (NEHA), proposes to continue to reduce the burden of water-related adverse health outcomes. For year 3 of the project, the overarching project goal for component A is to enhance the data analysis capacity of EH workforce to assist in data-driven decision making to safeguard best practices in relation to private water quality and safety and onsite sewage disposal systems operation and maintenance. We will strengthen EH data use and informatics by determining weaknesses of the current data and data entry process with Environmental Health Database (EHD) across the state, to identify needs for user training in EHD, and to build a more robust database management plan. We will strengthen EH data use and informatics by completing the inventory of private wells and onsite septic systems in Three Rivers Health District to make better program and resource decisions. We will identify, prevent, and control EH hazards by analyzing data on onsite sewage disposal systems that are for commercial use, treat more than 1000 gallons per day (mass drainfields) or are serving multiple residential units. We will assess EH intervention effectiveness by tracking and evaluating onsite septic system pump outs and maintenance data and administration of the pump out and maintenance programs. The goal for component B is to build capacity of local health departments to provide outreach, education, and resources to owners and operators of small and very small community water systems (CWS) and private wells used for multiple residences or businesses. We will increase access and transparency of data on EH hazards and promote the use of EH data for data- driven decision making for private and public wells by mapping well data and EH hazards on a Graphic Information System platform within the Three Rivers Health District. We will improve information systems and EH informatics capacity to support identification and characterization of hazards associated with very small community water systems (CWS), non-community water system (NCWS) and private wells that serve businesses and multiple residential units. We will identify, prevent and control EH hazards by identifying all private wells, CWS, NCWS located in flood prone areas and areas affected by rising sea levels. Through the activities, we seek to determine ways to mitigate flooding and salt water intrusion threats within the Three Rivers Health District. Using the GIS tool developed we will identify, prevent and control EH hazards by identifying high-density low-income communities with struggling small community water systems or with aging private wells within the district and offer financial assistance to set up a CWS or repair and maintain a struggling CWS. Finally, VDH and NEHA will assess EH interventions and activities employed. These collective projects aim to effectively use EH data and information to identify and detect environmental hazards and implement evidence-based practices. The platforms and systems developed during this project period will assist EH professionals in collecting, understanding, and analyzing EH data to direct decision making and public health outcomes. This will strengthen the EH workforce by building and strengthening capacity, and providing resources and tools needed to address emerging and priority EH hazards.
