The National Environmental Health Association (NEHA), acting as the administrative partner for, and in collaboration with, the US Virgin Islands Department of Health’s Division of Environmental Health (USVI DEH), proposes a three-part project plan to enhance the USVI DEH workforce capacity. The projects aim to reduce the burden of water-related adverse health outcomes by identifying environmental health (EH) hazards, engaging in EH workforce development activities, and implementing interventions to promote data-driven decision making. Various tools and resources will be developed to help strengthen USVI DEH workforce capacity. Through this collaborative effort with NCEH, USVI DEH and NEHA will build on the previous recovery investments by CDC’s National Center for Emerging and Zoonotic Infectious Disease under the 2018 Hurricane Crisis Cooperative Agreement (CoAg) in USVI. If funded, the innovative approaches and strategies proposed in this proposal will support the USVI DEH to expand previous efforts by moving beyond needs assessments to implementing interventions to protect public health. Component A seeks to strengthen data integrity through training and education of the EH workforce. Through a pilot program, NEHA aims to enhance EH data integrity and support data-driven decision making. Hands-on training programs and campaigns will be created and implemented to inform EH professionals on the importance of quality EH data collection. The success of these programs will be evaluated to promote continuous improvement throughout subsequent years of the project. Component B focuses on improving access to safe drinking water from private wells and cisterns in the USVI. NEHA and USVI DEH will conduct an environmental scan of existing cistern data to create an interactive map to be analyzed against potential sources of contamination and EH hazards. This project will improve the information systems in place to support informatics and identification of hazards associated with private well and cistern use. Additionally, NEHA and USVI DEH will build capacity of local EH programs by providing education, outreach, and resources to owners and operators of drinking water systems in the USVI. All interventions will be evaluated, and the results of the evaluation will be used to improve the programs for the remaining years of the project. The USVI is a disaster-prone region with frequent hurricanes, tropical storms, and having a propensity for drought. Disaster events that occurred in 2018-2019, highlight the need to prioritize identification and mitigation of EH hazards such the adverse impact these events have on water systems. Component C of this project involves NEHA and USVI DEH working collaboratively to map EH hazards related to the 2018-2019 federally declared disasters. Building on threats identified that impact access to safe water as well as hazards affecting early care and education facilities (ECEs), this project will support development and implementation of public awareness campaigns, and provide workforce training on the use of newly developed well, cistern and ECE inspection forms. NEHA and USVI DEH will address all three outlined strategies to develop and conduct a comprehensive EH program to improve the resiliency of the USVI post-disaster.
