The purpose of the San Francisco Department of Public Health’s (SFDPH) project is to inform and support health-aware, data-driven decision-making at all levels of government and to increase both local level and internal department capacity to detect, prevent, and control Environmental Health (EH) hazards. Using a multidisciplinary and collaborative approach, we will explore innovative strategies to effectively, efficiently, and equitably oversee the food service industry’s health and safety practices, and inform the evidence-based development and implementation of strategies to improve compliance with local, state, and federal food safety regulations in restaurants, markets, and other retail food operations. In expanding our capacity to use data to strengthen our programs’ workflows, efficacy, and partnerships, we will improve food safety and, thereby, reduce the incidence of foodborne illnesses. More specifically, the strategy will focus on 1) strengthening EH data use and informatics capacity; 2) identifying and controlling EH hazards specifically in the food service setting; and 3) assessing the impact of EH services and generating evidence for implementing interventions and services. For year one, we have selected specific program activities that will help SFDPH strengthen EH capacity to detect, prevent, and control EH hazards within the Food Safety program. These activities include: (1) establishing datasets and business intelligence tools to facilitate efficiency and effectiveness of Mobile Food Facility program inspections; (2) providing public access to EH data via a web-based open data portal; (3) developing processes for using EH data to inform caseload management, thus, ensuring that mandated routine inspections are conducted; and (4) building internal and external partnerships. Just as the CDC has recognized that food safety must be a global priority, these activities are supported by the strategic directions and priorities of the Environmental Health Branch, Population Health Division, and San Francisco Department of Public Health. Key partners that we will collaborate with for implementation activities include DataSF – Controller’s Office and the San Francisco Communicable Disease Prevention Branch. The outcomes of this grant will include: increased efficiency and effectiveness of EH interventions to address EH hazards, increased cross-sector collaboration with partners to prevent and control EH hazards, increased transparency for target populations and incentives for the retail food industry, and a reduction in EH hazards which results in improved environmental health conditions and community health status. Furthermore, evidence-based, sustainable solutions will serve as a framework for other internal programs and local and government agencies. With this grant, SFDPH hopes to build on our existing expertise to expand and sustain EH program services and interventions and develop new and innovative food safety business intelligence tools to push the field forward. As part of this project, we will develop a comprehensive evaluation plan that will help ensure that we meet all goals, deadlines and outcomes for the project.
