The Commonwealth of Kentucky is applying for federal funds to enhance the ability to build environmental health (EH) core capacity by collecting accurate environmental assessment (EA) data during food-borne illness outbreak investigations. The EA data and information will assist local, state and federal partners in making data-driven decisions during ongoing investigations, thus preventing further spread and/or transmission of food-borne illness. EH hazards and violations will be detected during the assessments and tracked for further analysis. Through these efforts, Kentucky will have an improved EH program as the data collector collaboratively works with the epidemiological and laboratory programs to collect applicable outbreak data. The Food Service Branch is concerned with factors in the environment that affect human health. The successful use of environmental data and information are imperative for prompt identification, detection, and prevention of outbreaks by our state and local health departments (LHD). At present, Kentucky is faced with a need to better utilize this data to characterize risks in retail food establishments. Kentucky’s LHDs already interact with these key environmental data points both when conducting regular retail inspections and when responding to events, such as food-borne illness outbreaks. While standard forms are utilized across the state, this environmental data is being tracked largely on a local level, and is not organized or tracked on a statewide scale. As a result, Environmental Health (EH) is largely disconnected within the network or “four-legged stool” of EH -- Epidemiology, Lab, and Nurses. The Food Safety Branch intends to use these funds to hire and epidemiologist to take the lead role in coordinating grant activities that will: 1) Strengthen Environmental Health data use and informatics capacity for data-driven decision making 2.) Identify, prevent, and control EH hazards 3.) Assess EH intervention effectiveness and impact. Outcomes include the following: • Enhanced partnerships to address, prevent, and control EH hazards • Kentucky’s Environmental Health Programs will have increased access to evidence on the effectiveness of interventions, which will be used to develop a CDC EH Practice Guide. • Increased efficiency and effectiveness of Environmental Health interventions to address hazards.
