The Southern Nevada Health District's Environmental Health Division oversees plan review and inspection programs involving food and beverage establishments, public accommodations, subdivisions, childcare facilities, tattoo and body piercing facilities, swimming pools, public water systems, septic systems, underground storage tanks, and solid waste facilities. Each year, this Division conducts more than 70,000 inspections of permitted facilities. Its mission is to identify and sustain environmental conditions that promote public health through proper sanitation, safe food, proper disposal of wastes and toxic materials, and the management of public health hazards in the environment. Component A: The purpose of this proposal is to build the core capacity of SNHD to collect, use, share, and analyze EH data by developing an infrastructure for continuous collection of EH data and building a dynamic spatial database of EH data. The database will incorporate indicators related to the social determinants of health (e.g., household demographic and socioeconomic characteristics, housing, and transportation) that are the key drivers of health outcomes and health inequities. Environmental hazards and health outcomes will be related to geographic location using a geographic information system (GIS) framework. Outcomes for this project include: • Outcome 1: Increased ability to address, prevent, and control EH hazards. • Outcome 2: The EH field has more access to evidence on the effectiveness of EH interventions. • Outcome 3: Increased efficiency and effectiveness of EH interventions to address EH hazards. Component B1: The purpose of this proposal is to implement a management program for wells in Clark County that are not regulated under the Safe Drinking Water Act (SDWA). Using the GIS framework created for Component A, the management program will improve the capacity of SNHD to detect hazards associated with private wells; prevent those hazards by educating, training, and supporting well owners, users, and professionals; and control those hazards by informing possible policy interventions, identifying barriers to well maintenance, testing, and treatment, and informing decisions about how to overcome those barriers. Outcomes for this project include: • Outcome 1: Hazards in drinking water obtained from private wells identified and controlled. • Outcome 2: Effectiveness of intervention(s) implemented to reduce hazards and improve access to safe drinking water monitored, described, and documented. • Outcome 3: EH safe water programs use evidence-based practices to identify and reduce drinking water hazards and improve access to safe drinking water.
