DC Health PHEP Application 2024 - 2029 - The Health Emergency Preparedness and Response Administration (HEPRA) within the District of Columbia Department of Health (DC Health)Shape, serves as the lead public health emergency preparedness and response entity and coordinates the Department’s overall functions within emergency support function (ESF) eight. DC Health seeks approval for CDC-RFA-TU24-0137 funds. DC Health will use the CDC’s Response Readiness Framework (RRF) and the Public Health Emergency Preparedness and Response Capabilities, to provide the framework to support the District’s overall public health preparedness, response, and recovery operations. The following provides a brief overview of how DC Health will utilize the 10 program priorities. All Hazards Approach: DC Health will identify risks, exercise all-hazard plans, identify areas for improvement, and improve response capacity plans. Lab: DC Health will support the Public Health Laboratory’s ability to meet standards for reporting, maintaining and exercising surge plans, and maintaining longer fiscal strategies for the Laboratory Response Network for Biological Threats and Laboratory Response Network for Chemical Threats. Data Modernization: DC Health will incorporate data systems and data source functionality into emergency response place to improve situational awareness. Health Equity: DC Health, in partnership with HSEMA Disability, Access, and Functional Needs Service, aims to enhance inclusion and support for disproportionately affected populations during public health emergencies. Partnerships: DC Health will work closely with stakeholders to ensure the District is resilient and prepared to response to a public health emergency. Risk Communication: DC Health will update its communication plans and will expand its regular outreach to local media sources to cultivate relationships. Recovery: DC Health will continue to expand community partnerships to support recovery and identify opportunities for collaboration. Administrative: DC Health will analyze administrative and budget preparedness plans and activities to hire staff, execute contracts, and request, receive, and distribute funds. Workforce: DC Health will develop plans, processes, and procedures to hire, recruit, and train a highly qualified and diverse public health workforce. Local Support activities: DC Health will support local readiness efforts and include key stakeholders in advisory forums. Our initiatives encompass a wide range of priorities, from enhancing health equity to fostering partnerships and strengthening workforce capabilities. By leveraging our collective expertise and resources, we aim to ensure the District's readiness to effectively respond to any public health emergency.
