2024-2028 Public Health Emergency Preparedness Cooperative Agreement - Since 2002, the Public Health Emergency Preparedness (PHEP) program has been administered in Utah to strengthen preparedness, response and recovery efforts across the state. Under PHEP, Utah has grown stronger and more aligned, to ensure excellent support for residents of Utah and the public health systems to respond to a disaster or public health emergency. The Utah Department of Health and Human Services (DHHS) has provided the foundation for continued public health and healthcare efforts to identify, evaluate and respond to disasters, accidents, intentional acts, and/or novel pathogens in the state of Utah. Using the Public Health Emergency Preparedness (PHEP) logic model, DHHS will continue to build and sustain capacity and capability through the use of the 15 public health emergency preparedness and response capabilities as well as implement strategies and activities identified in the 10 priority areas of the response readiness framework (RRF) over the course of the five year project period. This will be done in coordination with key offices and programs across DHHS, and in conjunction with local health departments (LHDs) and tribal organizations. This will be accomplished through the strategies and activities outlined by the response readiness framework. By the end of the project period, DHHS will improve public health readiness, response, and make progress in recovery capabilities as well as ensure the public health workforce is able to sustain response operations through preparedness and response training. In addition, DHHS will make progress and advance equity to ensure populations disproportionately impacted by public health emergencies and other disasters are at the forefront of preparedness, response and recovery efforts.
