The Centers for Disease Control and Prevention (CDC) seeks to enhance the nation’s ability to rapidly mobilize and respond to public health emergencies identified by CDC. The Virginia Department of Health (VDH) seeks to be pre-identified and pre-approved for rapid funding by CDC for HHS Secretarial declared and non-declared public health (PH) emergencies of such magnitude, complexity, or significance that it would have an overwhelming impact upon, and exceed resources available to, the jurisdiction. If this application is approved, VDH will be included on a CDC Approved-But-Unfunded (ABU) list of grantees. This ABU list would be utilized by CDC for such emergencies that require federal support to effectively respond to, manage, and address the identified PH threat. VDH recognizes that by being on this ABU list, any funding tied to a Notice of Award (NOA) will only be made available once CDC has determined a PH emergency exists or is considered eminent. Thus, there is no funding available at the time of NOA. Funding will be contingent upon the availability of appropriations and at CDC’s sole discretion. VDH understands that the CDC will provide additional guidance and information to those on the ABU list as to when funding will be awarded and the work plans are to be implemented. Funding may be authorized in conjunction with or without a Secretarial declared emergency, a declaration may not trigger the activation of this funding. Funds cannot be used as a capacity building mechanism, and will not be used to create or establish new Public Health (PH) emergency management programs. This application work plan and budget will support the surge needs of existing programs responding to a significant PH emergency.
The Virginia Department of Health (VDH) is the lead public health agency for the state. VDH state headquarters offices are located in Richmond, and 119 local health departments (which are extensions of the VDH state office) are located across the state and are administratively grouped into 35 health districts. VDH collaborates with The Virginia Hospital and Healthcare Association (VHHA) for the administration and execution of the Hospital Preparedness Program (HPP). Through this collaboration, Virginia has six multidisciplinary Healthcare Coalitions (HCCs) across the Commonwealth to assist the healthcare system plan, prepare, and respond to emergency events.
