The Fulton County Board of Health Office of Emergency Preparedness (OEP) establishes guidelines for public health emergency preparedness and response within Fulton County, Georgia. These guidelines provide the structure and mechanism for the coordination of the District’s public health response, to include coordination with local, state, and federal agencies. The OEP supports the important public health and homeland security missions of responding to terrorist attacks, reducing vulnerability to natural and manmade hazards, minimizing the damage and assisting in the recovery from any type of disaster or emergency of public health significance. The organization’s goal is to prevent emergency situations, reduce vulnerability, act to protect individuals from the effects of crises, initiate effective and efficient responses to emergencies, and recover rapidly from emergencies or disasters. To this end, OEP requests funding as an approved but unfunded (ABU) organization in the event of a public health emergency to (1) stand up emergency activities and surge staffing to address the specific public health crisis [Component A] and (2) provide tailored emergency response activities [Component B]. This application aims to expand OEP’s existing emergency response programs and activities, including increased need during an active public health emergency (PHE) and areas for improvement, and to identify tailored emergency response activities using the organization’s COVID-19 and/or Monkeypox response plans as examples. Additionally, this application will detail OEP’s methods of performance management and will demonstrate its capacity to be an ABU organization per the application guidelines.
