DCHHS has responded to several public health emergencies (PHE) and crises related to natural disasters, outbreaks, epidemics, and pandemics. Natural disasters such as Hurricanes Katrina (2005), Ike (2008), and Harvey (2017) had a dramatic impact on Dallas County. In response to these public health crises, Dallas County mobilized emergency operations, hired and deployed surge staffing, provided epidemiology case investigation and surveillance, implemented testing activities, mobilized vaccinations, and/or enabled and supported isolation and quarantine shelter efforts among other critical actions to mitigate the disaster on hand. The main objective of the funding request is to be able to provide rapid response in the short-term to PHEs by early identification and recognition of the crisis, quick activation and management of emergency operations; timely communication of data, risk factors, and other essential information to first responders and the public; early implementation of intervention and control measures; timely coordination and support of response activities with partners; and conducting necessary investigations of an incident and creating a template for continuous learning and improvement through real-time feedback loop.
