The National Coalition of STD Directors (NCSD) is pleased to respond to the Centers for Disease Control and Prevention Notice of Funding Opportunity CDC-RFA-PS18-1807: Promoting Adolescent Health through School-Based HIV Prevention, under Component 3E: Addressing Policy and Practice in States. NCSD has over 20 years of experience working to advance adolescent access to sexual health education and services through the delivery of technical assistance and capacity building to member health departments and state education agencies. NCSD has ample experience supporting state-level strategic planning, training diverse stakeholders on HIV/STD prevention strategies, and engaging in state-level policy development. For this proposal, NCSD is partnering with The Society of State Health and Physical Education Leaders (The Society), Cardea Services, the Gay Lesbian Straight Education Network (GLSEN), National Council of State Legislators (NCSL), National Association of State Boards of Education (NASBE), and the Association of State and Territorial Health Officials (ASTHO). Each partner brings extensive experience and expertise to this project. With support from our partners, NCSD proposes to lead a project accomplishing the following outcomes: 1. Increased number of state teams with ongoing action plans for reducing HIV, STD, and pregnancy among adolescents 2. Increased state teams’ identification of strategies to address gaps between programs and policies for reducing HIV/STD and pregnancy among adolescents 3. Increased number of states with supportive environments for implementation of best practices in sexual health education, sexual health services, and safe and supportive environments for adolescents. NCSD plans to increase the capacity of multi-sector, state-level leadership to assess and coordinate policy development and implementation at the state and local levels. This will occur through regional and state-based meetings, tiered technical assistance, virtual and in-person trainings, state policy analysis, and action planning tools. NCSD will leverage partners, organizational experience, expertise, and reach to effectively support state teams to create meaningful and sustainable outcomes for adolescents across the country.
