Restoring and Renewing Our Youth and Communities Through School Health PreventionComponents 1 and 2 - The health threats and risk behaviors of students within the Houston Independent School District (Houston ISD) are not unlike those of other large, metropolitan school districts. Houston ISD is challenged by the myriad of social problems, health concerns, and community issues that impact school attendance and impede teaching and learning. The Houston Independent School District (Houston ISD) is the largest public-school system in Texas and the seventh largest in the United States. It is one of 54 school districts within Harris County and spans 333 square miles. This large urban and highly mobile district is serving a growing, diversified student enrollment among 284 schools representing traditional, alternative, and charter educational environments. Houston ISD serves an enrollment of more than 214,715 students, with a rich mixture of languages, cultures, academics, financial levels and social abilities. Students come from 92 countries and speak 100 languages, with an average of five to eight percent of the student body being new immigrants (i.e., one year or less) for each of the last five years. Therefore, Houston ISD is seeking funding support for the following strategies. Over the last decade, the percentage of minority students enrolled in Houston ISD has increased over 10% and the percentage of students receiving free and reduced lunches has increased over 15%. Component 1 - School Based Surveillance: The ultimate purpose of strategy 1, is to obtain data depicting adolescent risk behaviors that can be shared with all interested stakeholders and utilized to drive the work of district departments, committees and communities that target young people to improve their health outcomes and diminish risky behaviors. Houston ISD is requesting funding to support the proposed activities under Strategy 1. Project Outcomes: For the proposed project, Houston ISD, through the successful implementation of project anticipates the following outcomes: 1) To obtain weighted Youth Risk Behavior data; 2) To obtain weighted School Health Profile data; 3) Utilize weighted YRBS and SHP survey data to make SHAC recommendations to the Board of Trustees; and 4) Utilize weighted YRBS/SHP data to facilitate presentations to stakeholders and other interested groups. Component 2 - School Based HIV/STD Prevention: The ultimate purpose of strategy 2 is to strengthen HIV prevention education through professional/curriculum development and collaborative partnerships. Through the leadership of Houston ISD, community groups, public health service providers, and academia will collaborate to develop and implement an HIV Prevention program for students in grades 6‐12. The overarching outcome during years 1‐5 is to reduce HIV/STD/Teen Pregnancy among school‐age youth through professional development, exemplary sexual health education (ESHE), and partnerships. The increase in student‐centered programs will show a significant increase in their confidence level to resist peer pressure and to decrease risk behaviors for HIV/AIDS, sexually transmitted diseases, and unintended pregnancies. Project Outcomes: Houston ISD, through the successful implementation of proposed project anticipates the following outcomes: (1) Create and implement an effective sexual health education program for secondary students; (2) Increase student utilization of Sexual Health Services for on-site and off-site clinics; (3) Establish safe and supportive campus-based school environments for all students at the participating Houston ISD schools.
